合資格的學生如只申請「nlsft」貸款，即沒有申請「tsfs」資助（即助學金及／或貸款）或在該計劃下並無獲得資助，最高貸款額將為申請人在該學年應繳學費的總額，但不得超逾「nlsft」及「專上學生免入息審查貸款計劃」（nlsps）下的合併終身貸款限額。
